• Target profile: Human, modified—or something in disguise
• Believed to be ex-military or former Bureau agent with direct access to prototype neural kill-switch protocols
• Kills only androids, synths, and machine-hybrids
• Does not damage the body
Just shuts them off permanently, then extracts something only they understand
• No one’s seen the face
Every survivor describes the same thing:
“A figure. A coat. And a sound like… everything stopping.”
